Recent Concealed Handgun License Law Changes

Ohio House Bill 495
(effective March 22, 2013)

HB 495 eliminates the requirement to obtain a "Renewed Competency" certificate prior to obtaining the second (or any subseqquent) renewal of a concealed handgun license.
 


Ohio Senate Bill 17
(effective September 30, 2011)


SB 17 changes the way a loaded handgun may be carried by a Concealed Handgun License holder in a motor vehicle, and permits Concealed Handgun License holders to carry in businesses with a Class D liquor license under specific conditions:

Ohio House Bill 54
(effective September 30, 2011)


Restoration of rights for drug convictions:

House Bill 54 allows for restoration of rights (the ability to own or posses a firearm) to persons with minor misdemeanor drug convictions.   House Bill 54 clarifies that Ohio now only considers felony drug convictions as a firearm disability. Previous to House Bill 54, Ohio and the federal government recently began counting misdemeanor drug convictions as firearm disabilities. House Bill 54 clarifies that only felony drug convictions count against you.

NOTE: House Bill 54 does NOT give individuals with minor misdemeanor drug convictions the right to get a concealed carry license.

Ohio Revised Code 2923.125(D)(1)(e) prohibiting concealed carry licenses for those with drug offenses is still in effect.
 
If a concealed carry license applicant's drug conviction is sealed under Ohio Revised Code 2923.125(D)(5), then the person's rights are restored and they can obtain a concealed carry license.
